Carnival is a city wide parade that every team, organization, and political party participates in. Throughout the city there are parties along the parade route. I went to an area right next to the mayoral building located in the church square. The celebrations start at noon and only take a break when the first parade car starts slowly making its way through the crowd. During the actual parade they throw out necklaces, candies and entire boxes of cookies.
